   Blend brown sugar, *2* tbs flour, margerine and cinnamon in bowl,set aside.

   Combine sugar,shortening and egg beating throughly. Stir in milk. Mix 1 1/2 c flour,baking powder and salt. stir into egg mixture just until smooth.
